All PC copies of Civilization V require Steam, with the exception of that abomination in the Mac OS X appstore. All retail copies do require Steam though. Additionally, Civlization V supports SteamPlay. Buy it for Windows and you get Mac OS X and Linux copies as well, as long as the game supports those OS.
